Congressional Votes on Kosovo War

The votes in Congress on the 28th were extremely important. The results:


1. The measure to table the Campbell resolutions was not even brought up for a vote, despite the wishes of both the democrat and republican leadership!

2. HR 1569 - Requires the President to get Congressional authorization before deploying ground troops. Passed 249 - 180. President opposed it, as did the House leadership..

3. H Con Res 82 - Resolution under War Powers Act to withdraw US troops. Defeated 139-290. An expected result, but note the 139 "yes" votes.

4. H J Res 44 - Declaration of War. Defeated 2 - 427. This sets up Congressman Campbell's attempt to legally challenge the President's authority to wage war. Absent: a Congressional Declaration of War. Stay tuned - this will be very interesting.

5. S Con Res 41 - Here's the surprise! Resolution in support of current air war. Defeated due to a tie vote - 213 - 213. This had previously passed the Senate 57 - 41 .
