Statement on Sanctions by General Assembly Working Group (1996/97)  
Provisionally-agreed in July, 1996, the text was formally adopted in the fall of 1997. It is one of the most important intergovernmental initiatives in the effort to bring fairness and the rule of law to sanctions, but its recommendations are purely advisory to the Security Council.
