Statement on Sanctions by General Assembly Working Group (1996/97)
Provisionally-agreed in July, 1996, the text was formally adopted in the fall of 1997. It is one of the most important intergovernmental initiatives in the effort to bring fairness and the rule of law to sanctions, but its recommendations are purely advisory to the Security Council.

Report of the Secretary General (A/50/361) on implementation of the provisions
of the Charter of the United Nations related to assistance to third states
affected by the application of sanctions under Chapter VII of the Charter.
Includes proposals and suggestions aimed at minimizing the effect of sanctions
on third states and on the provision of assistance to third states affected
by sanctions.
