Mr. Jozias van Aartsen argues that regulating the illicit trade in small arms means that states must also regulate the legal trade in arms "in order to prevent spill over into the illegal arms trade."

Framework Convention on International Arms Transfers

Drafted by a coalition of NGOs "Stop the Terror Trade" is sponsored by the Commission of Nobel Peace Laureates' Initiative to Control Arms Transfers. This Convention would "codify rules governing the limitations on states' freedom to transfer arms that already exist in international law. (IANSA)"
