Member States are in the process of discussing the framework and modalities of the upcoming intergovernmental negotiations on Security Council Reform. In this regard, the Center for UN Reform Educations has produced a chart outlining Member States' positions on Security Council reform. As agreed to in Decision 62/557, Member States will begin intergovernmental negotiations on Security Council reform no later than 28 February 2009. The following chart provides an overview of Member States' stated positions on various aspects of Security Council reform, including regional and proposal affiliations, positions on veto reform, and preferences for timing of intergovernmental negotiations. The information in the chart is based on statements, speeches, interviews, and news sources since 2006. Included are graphs showing the number of States that have stated support for particular reform proposals. It should be noted that the Center does not endorse any particular reform proposals. The chart is meant solely as a helpful companion to current deliberations, and should not be considered comprehensive or exhaustive. The Center will continue to update the chart - or correct it where necessary - as more information becomes available.
