SOLIDAR, Friedrich-Ebert-Stiftung, Global Network and the Global Coalition for Social Protection Floors have produced a short video on a proposal for a new Global Fund for Social Protection. The UN Special Rapporteurs on the Right to Food, Olivier De Schutter, and on Extreme Poverty and Human Rights, Magdalena Sepulveda, have proposed to set up a fund in order to support the efforts to build viable social protection systems, especially in the poorest countries. Today, only 20% of the world’s population has adequate social security coverage, and more than half lack any coverage at all. The implementation of national floors of social protection is a comprehensive, concrete and practical strategy to end poverty, fight inequality, and promote decent work and equitable growth. Social protection is a human right and all people should be guaranteed at least a basic social protection floor.
To support Least Developed Countries set up and develop national social protection floors, the UN Special Rapporteurs on the Right to Food, Olivier De Schutter, and on extreme poverty and human rights, Magdalena Sepulveda, have proposed to set up a Global Fund for Social Protection.

In June 2012, the ILO Recommendation No. 202 concerning national floors of social protection was unanimously adopted by the global community. Through it, governments have committed to ensure universal access to healthcare and income security for children, adults without other forms of livelihood and people in retirement.
With the Millennium Development Goals expiring in less than two years (2015), the UN is in the middle of the process of elaborating the post-2015 development framework that will replace them. In this context, SOLIDAR, the Global Network and the Global Coalition for Social Protection Floors are demanding that the post-2015 development framework includes a specific objective on national social protection floors, including the four social security guarantees formulated in ILO Recommendation No.202.
