1. Composition and size

1.1 Permanent membership

(d) Modalities for the selection of new permanent members

(e) Rotation arrangements for new permanent members/seats

(f) The veto and its extension to possible new permanent members

(g) "Cascade effect" of permanent membership

1.2 Non-permanent members

(a) Principles governing the possible expansion of non-permanent membership, including the ratio to permanent membership

(b) Criteria for new non-permanent members

(c) Number of new non-permanent members

(d) Modalities for the selection of new non-permanent members

(e) Rotation arrangements for new non-permanent members/seats

(f) Terms of office and possible immediate re-election for non-permanent members


2. Decision-making process in the Security Council, including the veto

(a) Defining the scope of the veto and modification of the use of the veto

(b) Decision-making process and "action threshold"

3. Working methods and transparency of the Security Council

(a) Measures to improve the working methods and transparency of the Security Council, including the question of Article 31 of the Charter of the United Nations

(b) Measures to improve the working relationship between the Security Council, the general membership, the General Assembly and other principal organs of the United Nations

4. Other matters

(a) Periodic review

(b) Amendments to the Charter and modalities for bringing Charter amendments into effect

(c) Report of the Open-ended Working Group to the General Assembly
