UN Dialogue: The Impact of Globalization

The UN General Assembly will hold a two-day high-level dialogue in New York on 17-18 September 1998, on the theme of "the economic and social impact of globalization and interdependence and their policy implications." The dialogue will consist of two official ministerial roundtables complemented by two inform a panel meetings with the participation of non-State actors.

Ministerial Roundtables

The topic for the first ministerial round table will be: "the social and economic impact or globalization: national responses" The second ministerial round table will focus on: "the social and economic impact of globalization: international responses"

Informal Panels

The first of the informal panels will be devoted to the theme of the economic impact of globalization and will have as its topic the sustainability of economic growth. Themes could include (but are not limited to);

Globalization and the implementation or the commitments made at the major UN conferences and summits;
Enhancing access to global markets;
Opportunities and challenges of globalization; including the prevention of marginalisation in the globalization process;
Financial flows for development, including a durable solution for the external debt problems of the developing countries;
The present international financial and monetary system;
National financial and monetary systems;
Public-private partnership and the increasing role of the private sector; and Impact and challenges of rapid technological changes, including technology transfer to developing countries on concessional and preferential terms, taking into account intellectual property rights, as appropriate.

The second panel will be devoted to the theme of the social impact of globalization and will have as its topic poverty eradication; with the following suggested issues for discussion:

Maintaining and improving social integration: participatory approach; social safety nets; protection of most vulnerable groups; income distribution;
International cooperation for poverty eradication; and,
Globalization and the implementation of the commitments made at the major UN conferences and summits.

NGOs at the Dialogue

The ministerial roundtables will be held as open meetings or the Plenary of the UN General Assembly. While NGOs are permitted to attend such meetings, there are currently no rules governing NGO participation in such a session. The informal panel meetings are also open to NGOs, where their participation in the discussion is subject to the discretion of the Chair.
