A Cautionary Tale: Plan Colombia's Lessons for Mexico and Beyond

A recently released report by the Latin America Working Group Education Fund, the Center for International Policy, and the Washington Office on Latin America stresses the importance of evaluating the effect US  aid had on Colombia for the design of U.S. policy toward Mexico. The report dissects the Colombian experience of the past ten years and highlights a critical connection between U.S. foreign aid on the one hand and violence and crime rates in Colombia on the other. The “success” of “Plan Colombia” is not only partial and fragile, but has also come at an unacceptably high human and institutional cost.  According to “A Cautionary Tale” it would be devastating for Mexico to repeat the “Plan Colombia.”
