GPF Annual Highlights
1998
Security Council We broadened GPF’s work on the UN Security Council by expanding information on the GPF web site and publishing papers on Council issues, including “Informal Consultations,� “Arria Formula Briefings,� “Sanctions Policy.� We increased and solidified the regular meetings of the NGO Working Group with Council ambassadors, now in a second year, by organizing a total of 21 meetings with 12 delegations.
UN Financial Crisis We provided expanded information on the UN's financial crisis, thanks to contributions from Professor Klaus Huefner of the Free University of Berlin and other experts. We gave interviews on this topic to “Good Morning America,� Scholastic Magazine, CNN and many other outlets. And we organized the Third Worldwide Vigil on October 23, held in 43 cities on every continent.
Global Social and Economic Policy We added substantial new information to our web site on the Asian financial crisis, the debate over neo-liberalism and privatization, and policy issues at the World Bank . We began to participate in the new UN “Financing for Development� process. And we published a policy paper “The Coffers are Not Empty� that argued that plenty of resources exist to finance equitable global development, under the leadership of the United Nations.
Conference on “Democracy and Development� We organized a day-long NGO conference in July to consider the challenges of development and the role of the United Nations in the global economic architecture. Many major NGOs in the fields of humanitarian relief, development, human rights and environmental protection attended.
Networking We built networks with like-minded NGOs in all areas of our work and deepened our ties with colleagues and partners including scholars, policy experts, delegates and UN staff.
Web Site We built the GPF web site to about 2,000 pages by Annual. Use of the site grew to just under a million hits overall.
Sanctions Policy We greatly advanced our work on UN sanctions policy and contributed to public events on this topic, including two high-level conferences in Bonn and an NGO conference in New York. We published a greatly revised policy paper on sanctions policy and another entitled “Sixteen Policy Recommendations� on sanctions
Program on NGOs We lobbied delegations and Secretariat staff for improved NGO access at the UN, we participated in private meetings with UN officials and we expanded on our web information on NGOs.
International Public Finance We developed a major web presence on this topic, published two policy papers by Kevin Baumert of Columbia University, and organized a briefing at the UN in May with Ambassador Hans Dahlgren of Sweden as a major participant. We also made a statement to the ECOSOC plenary on this topic.
Tax Exempt Status Confirmed After an initial period of review lasting four years, the United States Internal Revenue Service confirmed GPF’s regular status as a tax-exempt organization under section 501(c)(3) of the revenue code.

Media Interviews Because of our increased presence at the UN and our large web site, many major media approached us for interviews. Among the outlets were the Christian Science Monitor (we were quoted in a front-page story), the Baltimore Sun, the Los Angeles Times, “Good Morning America� (ABC-TV) and the “Adam Smith Hour� (PBS-TV).
New Office and Technology GPF settled into the new office - see picture on the left (the move was in December 1997). During the first half of the year, we fitted out the office with new furniture, telecommunications and computer systems and we installed our first local area network.
Internship Program The enlarged space of the new office enabled us to increase substantially GPF's internship program. Sixteen interns joined us during the year from the USA, Germany, Canada, Japan, Jamaica and the UK, providing diverse perspectives and great support for GPF’s programs.
Global Policy Forum is supported primarily by contributions from generous individuals who join as members. GPF also receives grants from foundations and partner institutions. GPF is incorporated in the State of New York, registered as a charitable organization and recognized by the US Internal Revenue Service as a not-for-profit, tax-exempt organization under section 501(c)(3) of the revenue code.
